I would like to add that, in order to attract a fair number of participants, gear equality should be seriously considered. Personally, I think a tournament where everybody is forced to use easily-obtainable white or green gear would be the best way to achieve balance and would reward those players who play the most strategically rather than those who let their gear do all the work for them. I strongly advise anyone with further suggestions about this topic to post them in the Suggestions forum.
